Investment approved for historic mill complex

Following review of a number of reports at last week’s Executive Committee and Council meetings, Bolsover District Council and Dragonfly Management (Bolsover) Ltd are delighted to announce that an investment of more than £770,000 has been approved to improve the flood mitigation measures and essential repairs at commercial site Pleasley Vale Mills.





Pleasley Vale Business Park comprises 198 units over three mill buildings and outlying buildings and it currently has an 80% occupancy rate, good levels of tenant satisfaction, and many tenants having been on site for over 20 years. The site falls within the Pleasley Park and Vale Conservation Area, defined in the Planning (Listed Buildings and Conservation Areas) Act 1990 as ‘areas of special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance’, and is a truly unique location for businesses of all sizes.


The parkland surrounding the Mill complex contains many areas of ecological importance, including a Site of Special Scientific Interest (SSSI), ancient woodland and wildlife sites. There are also designated bridlepaths and footpaths around the site, with links onto the Meden Trail which bounds the southern boundary, and the Forestry England owned woodland adjoining the northern boundary.


Derbyshire Wildlife Trust (DWT) has been appointed to produce a Nature Recovery/Blue and Green Infrastructure Masterplan for Pleasley Vale, to survey and assess the current condition of the site, identify constraints and opportunities for funding and collaboration with communities and education providers to enable wildlife to flourish on the site.

Over the last two years, Pleasley Vale and the Mills have previously been impacted by extensively flooding causing widespread damage and disruption, but this investment will enable a comprehensive programme of improvements to get underway.


Head of Business Growth, Natalie Etches, shares “Effectively managing flood risk and protecting the site from future extreme weather events is of paramount importance if the site is to continue operations. It is also important to establish a baseline of flood modelling to inform any future development proposals for the wider site.”


Following an external procurement exercise undertaken by Monaghan’s on behalf of the District Council and its insurer/loss adjuster for the scope of works for the first phase of the flood mitigation, local authority partner Dragonfly Development Ltd have been appointed, and will be able to mobilise on site and carry out work in the next few months.

Beaumont Rivers, an environmental restoration company who specialise in nature recovery and water management techniques, have also been appointed to oversee the flood mitigation works. They will be working with industry experts P&D Environmental.





In addition to this work, a dedicated surveyor will be appointed to the site, along with a Corporate Property Officer within the Corporate Facilities Team who will assist with proactive improvement projects on site, such as new intercoms. Further investment will enable the installation of an intercom, new fire alarm system, improvements to the lifts, and appointment of a contractor to design and cost a plan for improving the roof and windows.
